Settings (under Data) of a Hosted Layer not editable on Portal (installed on premises) - Please help!

Hello Everyone,
Can someone please help me with this issue of bringing Settings as editable on ArcGIS Portal (10.8.1) installed on premises?
I need to add a unique constraint to a field where no double values of serial numbers are possible.
See please below the screenshot as well as attached file, it's only 'Settings' that is not editable. I would appreciate very much your help!
