ArcView, ArcGIS has made a lot of strides and progress in the 15 years I've been using it...but why can't a simple scale bar or scale text be rotated? And if it can, please tell me how. I just don't understand why this is something that can't be done. I know you can convert it to graphics and rotate it, but why do we HAVE to do it that way? Just don't get it....
