Just finished upgrading our Enterprise system to 10.6.1, and I am now able to create hosted feature services with survey123 (yay!). Unfortunately, all the feature services on my portal are unable to open in ArcMap 10.6.1. Either from portal selecting the 'Open in ArcGIS Desktop' option from the feature service page (the file downloads, but nothing is added to arcMap) or if I log-in to my portal from inside arcMap, view the list of feature services and select 'Add' in the lower right corner. Nothing happens. No error messages. Nothing. It may be unrelated, but on portal, if I go to settings for the feature service and try to set 'Enable editing' I get this error.
Unable to load https://domain.com/portal/sharing/proxy?https://domain.com:6443/arcgis/rest/admin/services/Hosted/se... status: 403
Any ideas?
Do you see any errors in the Portal logs? You may see something about a certificate not being trusted. What happens if you use the services URL which should be through a web adaptor or reverse proxy, (whatever is in front of the Server)?
No errors in the portal logs or server logs. Just the status: 403 error I'm getting while trying to enable editing on the hosted feature layer. Also, I discovered that if I create a view of the feature layer and share with everyone then I can open in arcMap, but I don't want to share with everyone. Why would that be necessary if I'm logged into portal as myself inside of ArcMap (it's shared with the organization and I am the owner)? The services URL only gives "View In: ArcGIS Online Map Viewer" as the only option for viewing it.

Sorry for the late reply. I think this issue was related to me not having the web context URL set on my portal admin directories. "WebContextURL":"https://gis.co.linn.or.us/portal" --Keith
