links dont show up

I have links to asbuilt drawings and videos and neither shows up when I try to add them to the popup.  I have URLs for both and I try to put the column with the URL in the "Link" section.  I don't want a thumbnail popup, I just want a blue link that users can click if they want to see that data.  
Any ideas why it is not linking?

Is this AGOL?

In Portal 10.4.1, the Pop Up media is only an image or a chart at this version.

Feature Services or Map Services?

I've done this with a map service and the Layer Properties > Display tab and hyperlinks.

I wrote a python scriplet to pop up a URL to as-builts in our document imaging system.

It's been awhile since I've done that, published the mxd  and tested it in portal but my recollection is it worked fine.

This is in 10.3.1 with feature services using the map viewer with Portal.

ESRI tells me their is no way to do this unless the data I want to link to is on the internet or on the same web server as the Portal Machine.

I've been struggling with the hyperlinks via a Python scriplet showing up in Portal.

I don't think they flow through and I'm deluding myself that I have done it  in the past.

I think the only way is via a customized pop-up.

But if I understand you, this is not working for you unless you meet those conditions from Esri?

I saved it and sent a test link to another computer to see what the rest of our employees will see.  Now it works!  But only on the other computer.  I get a thumbnail of our asbuilt image and a black X for a thumbnail for our video file.  If I click on the black x the video will pop up.  So it works.  The video isn't very slick right now, but it can be refined.  I'm not sure why ESRI told me it would not work.
