Hello, I have a new installation of Portal 10.9.1 that is part of an Enterprise base deployment. When adding a member to the portal, I cannot choose the user type (other than creator).

The available options for user types are based on your Portal license. Can you confirm what user types are available in your license?

With Enterprise, you can provision as man "Viewer" accounts as you want during the licensing process at My Esri. Additional licenses of other types would need to be purchased.
Of course, if you're wanting to restrict what a user can do and see, you can apply custom roles. I have one member that's a creator with, at this moment, only viewer type access.
