Clusering Issue ArcGIS Enterprise 10.8.1

My organization uses ArcGIS Enterprise 10.8.1 and ArcPRO 2.8.0
I have a point layer with ~35 000 points published as a web layer via PRO. When I enable clustering in Map Viewer or Map Viewer Beta it works. However, once that map is incorporated into an application or dashboard the clustering has issues displaying properly at large scales.
The clusters work at national and regional levels, but once the scale is around city level and larger, the clusters snap to a grid formation and stop unclustering.
These features are not in the same location (postal codes) so I am at a loss. I have worked with esri technical support and they have no other clients facing this issue.
,My point layer is projected in Web Mercator Auxiliary Sphere.
Any ideas?
