We have a geoprocessing service that generates PDF maps based on input parameters from the user. One of those parameters determines which basemap the user wants. One of our basemaps is an internal cache service that has mayor public lands symbolized and is therefore not in the maps TOC. There are a a few more things on this basemap but we only want some of it added to the PDF map's legend.
So I was thinking of having a second data frame placed outside the page that would have only those layers that we wanted to add to the legend but I don't see a way to add these to the legend. There is no way to know how many layers might be turned one by the user so I have no clue what the length of the primary legend is going to be.
We are using ArcInfo 10.0.
