App Launcher will not display internal app icons

I am running Portal for ArcGIS 10.7.1.

On my Production site end users can easily click on Web AppBuilder Icon using the App Launcher Icon

On my Staging site end users can not see the Web AppBuilder Icon using the App Launcher.

I have the Web AppBuilder built-in to my Portal for ArcGIS. I have several Web AppBuilder applications currently running. However, I can't get the App to add to the App Launcher. It can't be this difficult.

The app exists in the site already. I should be able to type it in and the Next button allows me to proceed.
