Adding an azimuth protractor around a point feature

Years ago, I had a cool little VBA script that allowed me to add a 'compass rose,' which was really an azimuth protractor around selected points on a map.  It was used primarily for allowing different fire lookouts to triangulate their observations easily.  Does anyone know if there is still an easy way to do this with ArcGIS 10? I can not seem to find the old code, nor does a web search bring up anything other possible solutions than the aeronautical extension, which we do not have access to.

I do have access to PLTS, and the feature builder allows you to do something very similar, but it seems clunky compared to my old method.
