Why is the ArcGIS Pro Image 10.7 instead of 10.8 with CloudBuilder Azure 10.9

Seems odd to me that CloudBuilder Azure 10.9 doesn't offer ArcGIS Pro 10.8 as an image to deploy. Am I missing something?
