Unable to get Portal to accept the self-signed certificate of another Portal

I've set up 2 ArcGIS Enterprise 10.9.1 environments in Azure using the ArcGIS Enterprise Cloud Builder.
I'm now trying to set up a distributed collaboration between them.

In the host environment, I've created a distributed collaboration and generated an invitation.

In the guest environment, I've imported ALL of the SSL certificates from the host environment following the instructions here, including the following:

  • from the host Portal Administrator Directory:
    • appgw-externaldnscercert
    • applicationgateway
    • portal
    • samlcert
  • from the web browser (Firefox) on the host Portal homepage:
    • PEM (chain)
    • PEM (cert)

and restarted the guest Portal.

Now, when I attempt to accept the invitation in the guest environment, I still get the error that the certificate authority that issues the SSL certificate is not trusted.

What am I missing?
