Publishing Parcel Locator Crashes ArcGIS Pro

We have an Enterprise set up in the Google Cloud; 2.8.1 and I'm using ArcGis Pro 2.8.2

When I create a parcel based locator of the complete county and try to publish it, ArcGIS Pro crashes; all I do is right click on the locator, select share and poof...  Crash report screen...  Same thing happens when I use the Share Locator tool in the ribbon.  I have tried the same data from three different sources; a feature service, a local enterprise GDB, and a local FGDB.  Crashes every time.

I ran a check geometry on the fgdb and there are a handful of self-intersecting polygons, but if they were a problem, I think creating a locator would fail.

Here's the rub:  I can make two parcel locators, one based on one area of jurisdiction and the based on another area of jurisdiction, so each does not have all of the county wide parcels.  Both of those locators publish.  I can also composite the two locators together and the composite publishes.

I can successfully publish county wide locators based streets and address points. 

While something tells me this post won't generate a lot of discussion, it's here if anyone else experiences a similar problem.
