Create a specific verbose log for "ArcGIS Server upgrade step 2 of 2" that verbosely logs everything that "step 2" is doing AND logs eactly why it failed when it fails (which is does). No information isn't helpful. Not even Esri Technical Support can seem to figure out eactly why "step 2 of 2" has failed because there isn't any logging specific to this step.
