There is a a very long delay when starting ArcGIS Server before the first log message is written. It's impossible to tell if the server is blocked, crashed, whatever, or just slow.
If you start writing log messages in the first minute it would reduce that very stressful time bringing up a server after it has crashed.
What logging level are you speaking about? Are you saying that at DEBUG level it takes ArcGIS Server a minute or more before it starts logging events? I don't see that on any of my organization's deployments.
Normally it's set to WARNING or INFO because this is a production machine.
I can't restart and time it, but yes, well over a minute. It's nerve wracking. We have just the one server so I don't have a way to experiment on it.
So maybe I should change the idea to say "At normal logging levels..." ??
