Remove Server Admin Login

When Portal and Server are federated, provide a way to remove the login part for the Primary Site Administrator Login and only allow OAuth Login. 

Ideally directly prompt for a login the same way it is done for portal if public access is disabled or when trying to access Server Manager.

This should be implemented by default after federation, alternatively this should be a flag that can be set for hardening.
