Refresh Web Map with new Layers in Map Service

Is it possible for a Web Map that is based on  adding an entire MapServer endpoint, automatically load in new layers. We have a map service that provides all layers for a particular project. This set of layers grows over time and we would like the web map to automatically pull in any changes to the map service. As it stands now, in order to accomplish this, we have to re-add the map service, but since this web map is later ingested by both web appbuilder apps and dashboards, any downstream product requires editing of filters, pop-ups, etc. Are we doing something wrong, or is the current best approach. We could edit the web map json, but not sure if that correctly propagates threw the other outputs that are based on the web map.
