Portal to support additional coordinate formats when reading in CSVs

Currently Portal supports the following coordinate types when reading in CSVs or textfiles:

• longitude and latitude in DD
• Military Grid Reference System (MGRS)
• United States National Grid (USNG)

It would be extremely useful to allow the longitude and latitude fields to also be in the following formats:

• DDM
• DMS

As well as having an option for UTM.
