In ArcGIS Pro, there is Share As | Web Layer | Overwrite Web Layer. Implement the same functionality for Web Style.
There does not seem to be a way to overwrite Web Styles. According to this forum post, the only way to update a Web Style on Enterprise from Pro is to delete the existing style and republish. This is obviously not an ideal workflow given the portal ID changes each time.
