Enable provision to block Portal applications and services

Currently Portal does not have a provision to block access to specific apps and services hosted in the enterprise portal. 

It seems the only way to achieve this is to unshare the application and services from the group with which it is shared. Pls let me know if I am missing something. However, I consider this as an old school approach. I even toyed with the idea of using a dummy Enterprise Builder site, that displays a message, whose URL can be substituted with the main apps that need to be blocked. However, I am not convinced with that approach as well.

1.Ideally I like to see a provision that allows Portal Administrators(ONLY) to disable access to apps and services. This should override the permissions set by Publishers.

2. Second users should be redirected to a page that has a provision to display Portal Admin specified message. For example, I want to see a web page that displays a message that the app being accessed to be under maintenance with a company logo.

3. Can this be done using tags?  Say a new tag Blocked with possible values True or False that can be used only by admins.

4. Finally, a message must appear at the Portal settings page that says that some apps and services to have been disabled by administrator to serve as a reminder to admins.

This is specifically useful for situations where we want to block access to applications and services so that system resources are used by applications critical to businesses. This holds good for situations arising out of DR where we want few user groups to access use critical applications and avoid users from accessing apps that are not business critical.

Interesting idea.

Looked into "Proxy-Item" for an App /portal/sharing/rest/content/users/[user.name]/addItem but this does not seem to work out 😞
