It seems that Portal will not work with a proxied SSL certificate however CloudFlare requires their SSLs to be proxied.  Here is a link to a thread posted on CloudFlare regarding the Portal login page spinning due to this SSL setting (Note - when using localhost, the Portal login works) - https://community.cloudflare.com/t/how-to-properly-add-ssl-for-subdomain-on-another-server-and-arcgi....  Partway down there is a response from another ESRI user who had a similar issue and had to install an SSL that did not utilize a proxy.  It seems like this will also be our approach – to purchase a separate SSL and customize it to not use the proxy setting.  This is unfortunate because we would have liked to use our current CloudFlare SSL which we have for our main .gov website.  Perhaps ESRI could look into why a proxied SSL causes issues with Portal.
