We would like to see the possibility in Portal (and also AGOL) for users (creators, publishers, developers) to migrate their own content to other users without giving them admin privileges. The current "change ownership" functionality is only possible with administrator privileges.
We are a big organization and have a lot of different projects with also temporary users that switch between projects. We don't want to bother contentmanagers and admistrators with small tasks like migrating items from one owner to the other. The missing functionality is in our eyes one weakness of the current ArcGIS for Portal and would be a great improvement. Especially when you want to go to a more "Self service mapping" approach in your organisation.
