Viewer level users need to be able to investigate data within a web map. Currently, when a user is browsing data in a Portal environment, they have no tools to review the different datasets available to them other than a visual inspection.
It's not realistic to expect viewers to rely only on predefined web apps. They need basic tools for data review in web maps.
