I was told that the creator and higher level user types are the only ones with the ability to create bookmarks inside a web map via Map Viewer in Enterprise Portal. A bookmark being a snapshot of a map zoom and extent. Since bookmarks are often used for quick navigation and reference, no special analysis or editing functions, I think viewer, contributor and mobile worker user types should also have this functionality added.
