Shapefile filtering breaks with an apostrophe

Hello. We found out that Shapefile filtering breaks if the attribute contains an apostrophe.

The Shapefile not filtered (139 different characters were tested):

Unfortunately, the Shapefile filtering breaks if we use the apostrophe:

This character is very common in French language, so we encounter it often. I added the Shapefile I worked with in the ZIP file attached.
