As an organization, we have a main "Data Catalogue" web map configured in an enterprise portal, meant to be a central directory of authoritative layers so users don't have to dig around for their data every time they open up Earth. Users would simply add this web map one time, with pre-curated group layers and a basemap, then turn layers on and off to suit their needs.
These group layers have visibility turned off by default, with the "Imagery Hybrid" basemap configured and saved as a web map.
However, even with the "Autosave Workspace" and "Continue where you left off" options selected in settings, the web map has all layers turned on and overwrites the Imagery basemap with the standard Topographic basemap whenever ArcGIS Earth is launched.
This causes pretty considerable performance issues as all of the group layers try to load all at once on launch, and just general annoyance from having to change the basemap and turn everything off that isn't relevant every single session.
Why are webmap settings not being honored when added to Earth? Has anyone else experienced something similar? There may be some hidden flag in the config file but I haven't been able to find a solution. For the amount of money spent on the ESRI ecosystem, this is a fairly basic cross-compatibility issue for something that should be seamless IMO.
