Thanks for your idea. The version 1.0 and 1.1 GPX files are already supported in ArcGIS Earth from v1.11，What's new in ArcGIS Earth 1.11—ArcGIS Earth | Documentation

Thanks for reaching out! Yes! Drag/drop functionality for GPX files works well in ArcGIS Earth. Additionally GPX files can be added in through the traditional “add data” workflow in the app. As @XuewenZhang mentioned, we have had this functionality since v1.11.
