Good afternoon,

Thank you for your recommendation. Would you mind explaining your use case for using grids in ArcGIS Earth in more detail? I ask because ArcGIS Earth actually supports the display of grids on the 3D Globe. Here are a few examples of grids that can be found on ArcGIS Online:

Are you referring to the layout view? If so, keep in mind that the layout view is technically a 3D scene. Therefore, it isn't advised that grids be represented in the layout view as you would in an ArcGIS Pro 2D layout. We are exploring the potential of supporting reference grids in the future though. (A1/A2/B1/B2 etc.) 

Grids can be authored in ArcGIS Pro and shared to an ArcGIS Earth user in a variety of ways. This would be the recommended method, as the grids would conform to the projection of the 3D scene and represented as such. Let me know if there is anything I can do to help.

When working in a disconnected enviornment, as military personnel often do, it would be nice to be able to display a grid overlay (e.g. MGRS) as a type of base layer without the need to have an internet connection.

Thanks for clarifying @gherrman I just recently retired from the USMC. What do you think would work best for you: 

1. Tutorial: How to prepare data for offline use in ArcGIS Earth. This could cover the different data package options and best practices / how to map local data for offline use with a custom configuration file.

or 

2. Feature Add: Built in base layer for grids. We currently support  two projections: Web Mercator and WGS84. Would this be required for both, or just WGS84?

Definitely a built in base layer for grids. You can't package a vector tile service as an mmpk or vptk and even if you could, I want to reduce the number of packages/data that Soldiers have to load. If it was just a setting that could be toggled, that would be much easier for the average user to access and use.
