X-Ray for ArcCatalog is missing "New Design" menu

X-Ray for ArcCatalog is missing "New Design" menu. I am using with ArcCatalog 10.4. According to the documentation, I can create New Design, but I cannot find the menu anywhere. Could you please help me how to create new GDB design? I attached my screenshot.
