I am in need of some clarification. My client needs to upgrade from 10.0 (Service Pack 4, build 4000) to 10.4 and after reading documentation, I understand he needs to uninstall 10.0 to be able to install 10.4. (Existing ArcGIS for Desktop users—Help | ArcGIS for Desktop - under ArcGIS 10.0 and earlier users).
Does he need to have a license reset to authorize 10.4?
Any help will highly be appreciated.

I got the answer I needed. Thanks.
It's my understanding that before uninstall, your user would have to deauthorize. Once the un-installation/installation is complete, go ahead and authorize the new 10.4 software. This our process for making sure the licenses stay correct and up-to-date within our ESRI portal.
