raster cleanup function is not working

I cannot get raster cleanup buttons to work. Greyed out. Nothing worked.

Just a cross-check

1. ArcScan extension enabled in Customize > Extensions.

2. Rasters should not reside in enterprise geodatabase. It should be in TIFF, IMG or GRID format.

If the above conditions are fine and still the issue persist, then use Copy Raster tool to create a 1-bit (0 and 1 values) Raster image. Use the 1-bit Raster for the cleanup process.

ArcScan is enabled.

I generates vector, but I cannot clean raster to make it nicer. Raster is in TIFF, and not in database. Raster cleaner picks up proper preview of selected features, but the button erase selected cells is grayed out, as well as button Start cleanup. One more problem happened when I upgraded to 10.4.1 version, classify button is not working. It clicks, but not doing anything. 10.3 version doing fine with the same TIFF.

Did you use Copy Raster GP tool as suggested above?

Also try installing the ArcGIS 10.4.1 for (Desktop, Engine, Server) Raster Patch

Does no work< see image below. Also If I reclasyfy image twice I can turn edits, but cleanup does not work. It seems almost that raster is in read mode
