Many concurrent license server users checking out two licenses per session

I am showing many users that have two licenses checked out for ArcGIS Desktop Advanced on our concurrent server.  Many of them are using a license on a virtual desktop.  They are not using different hosts.  They are not using tow different versions at the same time.  Why is the license service checkout out two licenses?

what version of license manager?

do you have "Allow License Borrowing" enabled on the configure tab?

does a rebooting the license machine clear all of them or leave one each?

Update:  Did a full reboot of machine.  Still getting mysterious double license checkouts.

I have allow borrow licensing and set for 14 days.  I've done a Stop, Start, Reread, but not a full reboot of the entire machine.

Also seeing this behavior with ArcMap 10.6.1 and license manager 2021.1. Additional instances of ArcMap that are opened are not honoring the existing license checkout for the machine.  Any Update?
