I have Single use license , Arcmap 10.4.1 Hangs on Initializing license and keeps initializing for long time without lunching arcmap , I've tried many things , completely uninstall and install arcgis , change windows profile , change my license to concurrent , disconnect my internet connection , nothing worked !!

After installing new license from my college, I had this problem. Tried all fixes above (though didn't reinstall yet). But, from this thread, found if I turned off Ineternet connection to keep it from checking online for license (?), it started right away! ArcMap gets stuck 'Initializing licences' : gis It doesn't make sense that I'd need to be connected to our school's server. Same license works on my other computer. But, anyway, this seems to have fixed the problem though not ideal solution..
Try these steps:
1. Deauthorize licenses
2. Clear Trusted Storage. http://support.esri.com/en/technical-article/000011660
3. Authorize the licenses.
In case the issue still persists, you should get in touch with Esri Tech Support to resolve the issue.

Uninstalling ArcMap and renaming the FLEXnet file referenced in the above linked article to FlexNet_Old fixed the issue for me.

My new laptop is not opening ArcMap 10.8.2 from home, just gets stuck at initializing license. Finally discovered this mad solution! I turned off wifi on my laptop, start Arcmap, it finally opens, then turn back on wifi... Nuts...but it works! 😃
