ArcGIS License Manager Issue

Recently we deauthorized two ArcGIS Desktop Standard Licenses out of total five from one server (ArcGIS License Manager version 10.4) . After that when we are trying to open ArcGIS 10.2.1 and 10.3.1 pointing to that license manager server we are getting error message "Problem connecting to License Manager. Error Code = -8. Flexnet Licensing Error = -8,544. ArcGIS for Desktop 10.3 cannot connect to previous versions of the ArcGIS License Manager."

Can anyone help on this?

We have figured out the issue. As we did partial deauthorization of ArcGIS Standard license it corrupted the license. To resolve this issue we deauthorized all ArcGIS Desktop Standard licenses and reauthorized them again. Now this is working fine

I think you can check if the license is started. To do this, right click on the start menu bar and select 'Task Manager' -> 'Services' -> 'Open Services', and find your 'ArcGIS License Manager', click on that and see if there's a 'start' button on the left. If it is already started you could try to restart it. Hope it would be helpful.

As Ziwei Li pointed out, make sure the license manager is started and licenses available.  I would also verify the license manager version.  

As a reminder, its always better to upgrade the license manager to the latest version because it is backward compatible.
