I am trying to install ArcGIS Desktop 10.8.2 on a Windows 11 (x64) system. The install appears to go smoothly, but when we try to launch the application, we get to the "Loading Document..." stage and then the application just locks for about 3 minutes before it just shuts down. We need to run this version of the application on this laptop because the user needs to use HAZUS 6.1 from FEMA to support work being conducted by the rest of his team.
The closest thing I could find to this issue online was this article relating to a 1606 error. I have been through all the recommended troubleshooting steps without a successful resolution.

We have over a dozen successful instances of this program running in the field right now. This is the first request to have this software installed in several months. Something has apparently changed, but I can't figure out what is preventing this program from launching without being run as an administrator. I have given the user full control of the ArcGIS directory where we store the installation files during install, the Python27 directory the install program puts on the hard drive, and to C:\Program Files (x86)\ArcGIS directory, along with all subdirectories and files within those paths, but it still requires administrator permissions to launch. Any ideas or assistance with this issue would be greatly appreciated.
