Single Check Properties FC dropdown

When using the Properties for a Single Check, if the user open the properties, and selects the Feature Class Dropdown, the first time the dropdown is selected, only one FC is listed, the second time the dropdown is pressed, all FCs are listed, shouldn't all get listed the first time.

Perf is pretty slow when validating 700,00 records, seems like this could get a bit faster.  Going on two hours, and I still have 50,000 + records left.
