Data Reviewer for ArcGIS Server extension required?

I think I know the answer, but I wanted to make sure I wasn't missing anything else in the publishing process since this is my first attempt at publishing a UN...

I have published a branch versioned service with the error tables included and Validation checked at publishing. I can Add Error Layers in a map in ArcGIS Pro when editing the published service. When I try evaluating rules I get this error: 

Edit operation failed. Message: Operation failed to execute due to license not available. Authorize and enable the Data Reviewer for ArcGIS Server extension to access this functionality

I am assuming that authorizing the Data Reviewer for ArcGIS Server will make the Evaluate Rules button available when editing a version of the service? The user has an ArcGIS Pro Advanced license with an ArcGIS Data Review and Advanced Editing extensions assigned.  Is there anything else I need to check or configure before this works?

Edit: The initial question was an oversight on my part for not changing the Source in the Error Inspector. I am still curious about the licensing, though.
