Two different scale bars being created?

We've encountered an issue with Scale Bars. When accessing our Dashboards publicly a second scale bar is generated in US Standard units (i.e. miles).

We've been unable to find a way to stop this duplicate scale bar being rendered. We can mitigate the issue by switching to Line over Ruler, but the only solution to prevent US unit being displayed publicly is by disabling scale bars entirely (or logging into our organisation).

Does anyone know of a solution or workaround for this issue? Quite annoying.

ESRI believe it to be a bug and are investigating the issue.

The recommended solution is to either: 

1. Implement the Scale Bar - Ruler (which is aesthetically better but doesn't resolve the issue) or
2. Delete the Scale Bar until a fix is found.
