stacked bar chart with multiple fields

I'm wondering if there is a way to create a stacked bar chart that displays the count of values in a field, with multiple y-axes. I am trying to recreate the chart pasted below (created in excel using pivot tables), that will link to the points on my map. Each of the 5 actor types are it's own field in my data.

Pretty sure this isn't possible. AGOL seems to need all the data in one column to do a bar chart. I can split the column in the bar chart in a variety of ways (categories, split by), but can't seem to aggregate in any way.
