"Cannot Access Data" on dashboard indicators shows up randomly in and out

Have a dashboard on enterprise 11.1. Never had any issues but recently it has been having random layer not accessible issues. It could be working and then I move the map and it gives that for all our local layers. The web map by itself works without issue and sometimes it will not give an error at all. It seems that it is mostly the indicators but the chart sometimes fails. I just went to edit the dashboard and it gave a "layer not accessible" error on just the local layers but I can access without issue.

For anyone having this issue, the temporary solution was to restart portal for arcgis in windows services. Working with esri for a permanent solution.

@jzcgis Are there any updates after working with Esri? The same thing is happening to me with Enterprise 10.9.1. The map, charts, details pane, and lists are all operating as normal, but I am getting a data access error for the indicators. I have tried deleting and reconfiguring the indictor, but no luck.
