Layers not displaying in Dashboard map element

I have 3 layers in a Web Map that are being used in a Dashboard map element. I am trying to set the configuration so the first layer is turned on by default, while the other 2 layers (which are in a group) can be turned on by the user. When I try to do this, although the 2 layers that are turned off by default display in Map Viewer, they are not visible when I try to turn them on the Dashboard map element.

I tried turning them on by default to see if the issue persists; when doing this, one of the layers in the group displays for a second, then becomes not visible again (while the other layer is not visible at all). When I tried removing them from the group to see if that would help, it didn't solve the problem. One of these layers in the group is a large dataset, while the other isn't that large. 

Has anyone else encountered this issue/are there any workarounds I'm not seeing?

AGOL? Public application? Any scale dependencies set? If not maybe for a large dataset you do need that to limit the time in takes to load. Is it a hosted feature layer?

@Laura This is ArcGIS Online: all Feature Layers; the layer being shown by default and1 of the layers that isn't meant to show by default are shared privately to a specific group, the other layer that is meant to be off by default is public. All are hosted Feature Layers, no scale dependencies set in the Web Map. The public layer is very large, but that is actually the one that displays for a moment before not being visible again.

UPDATE: I added a new fresh Map element to the dashboard/removed the old one and that seems to have worked for now. It's possible a filter setting formerly configured in the Category selector that was connected to the initial Map element was causing the issue.
