Is it possible to close operations dashboard for editing?

For example we want to provide our clients with a solution based on operations dashboard on touch screens (surface) where users can play with the widgets BUT not have the ability  to edit it or undock it!

Does anyone know?

The editing can be controlled via ArcGIS online roles.

The 'user' role cannot edit operations views.  Roles can be set by the organization Administrator.

Single View operation dashboards do not allow user to re-arrange the dock windows, and for a tablets single view dashboards are probably the best fit.
