'Include - Value' Operator not working in Category Selector

I am trying to build a category selector for a dataset that utilizes the "Include" operator to filter data if a string of text exists in a target field. However, it will not work and simply returns "No data".
If I put a complete, known string in the value, the category selector will work. But this defeats the entire purpose of the 'include' operator.
Am I missing something? Or does the function simply just not work. If so, does anyone know a work around?
