I can add the app to the app launcher by editing the config.js file but when I click on the app it returns a 404: Page not found error.  Additional configuration appears required but I can't find any documentation online.

There is a standalone installer that you run on the machine hosting Portal for ArcGIS.

Aaron, do you have to install this to be able to see Operations Dashboard as an option in the Content - Create menu or on the Apps button?  From the online documentation is says "The browser app is already part of your portal installation."

But I do not see this option at all.

Yes, for 10.6 you need to run the installer to install the new browser based Operations Dashboard. I believe this will be changing for future Portal releases and it will be included by default.

I'm guessing that documentation you found was referencing the previous version of Operations Dashboard which was included with portals by default.

Thanks, Aaron!  That's the piece I was missing.
