Filtering page by tab or dropdown

I am trying to figure out how to set page filters in dashboard. This way they can filter the entire dashboard by All, Closed, or Open. I found a couple dashboard this is in, and am trying to figure out how it was done. I have attached the images and and marked what I am looking to do.

Add a header to your dashboard, and then add a selector to the header.
