Filter Indicators on Dashboard by Map Selection

Hello,

I am working in ArcGIS Dashboards. My dashboard has a map and several indicators. I would like to filter the indicators by selecting features in the map, rather than having the indicators change based on the map's extent. Is this possible? 

Another option would be to have a drop-down menu where users could select a feature which then changes the map view and indicators based on the selection.

Yes, you can configure Layer Actions - you set this property on the Map element configuration panel.
