Error installing through firewall

Installed 4.5 framework.

Clicked on Install link and it progresses a little way before:

Application installation did not succeed.  Cannot locate application files on the server. 

Details gives me the log.   

System.Deployment.Application.DeploymentDownloadException (Unknown subtype)
  - Downloading http://static.arcgis.com/opsdashboard/ESRI.ArcGIS.Client.Toolkit.DataSources.dll.deploy did not succeed.

I'm suspecting download rules re dlls within our firewall.

Is there going to be an option for a offline install? (maybe zipped or even msi?)
