Display Air Quality CSV on Dashboard

Hello! 

We are creating an air quality dashboard and are needing to bring in the current air quality conditions from a website called AirNow.com, which has an API to generate current conditions based on a zip code. It generates a URL, the URL generates a CSV file. When I bring the CSV into my map, it works, displaying the current conditions. However, how can I get the current conditions to refresh every time someone opens the dashboard? Is there a way to write a script to accomplish this? It would need to visit the URL and use the generated CSV file as the data source for an existing map layer.

Any assistance would be greatly appreciated.
