Dashboard "Map Actions" configuration unresponsive

I'm trying to get my graphics to interact / adjust to what is shown in the map frame. Is that set through Map Actions? I cannot figure out why it's non responsive (if I click on the tab nothing happens). I checked my map to make sure there are no invalid layers as suggested in a similar post. 

Map actions

A map can be the source or target of an action. When the map is the source of an action, a change in the map's extent can filter one or more elements on the dashboard, or change the extent of another map element.

same thing happening here on latest version of enterprise.

I had to temporarily remove my map image layers. Seems to work as intended now even after adding them back in.
