I am thinking of creating a project for our police department where the officers are able to use this software out in the field when someone approaches them and asks where the pools, schools, parks, rec centers, etc. are for their children to use. I was thinking ArcGIS Dashboard is a good option because you can be able to select what layer (schools for example) you want to see and it will "flash" all schools within our city limits. I was curious to hear what everyone's thoughts are and if you think dashboard is the best option for the officers out in the field to use on their phones, tablets, laptop.
This sounds like a good idea, but I have 2 suggestions.
First, you aren't trying to give an overview of the status of these amenities, so I'd go with an instant app (e.g., interactive legend) instead of a dashboard. There's less interaction that could confuse someone without experience with dashboards and it gives the information clearly and concisely. Though you may need to do some back end work first to consolidate all the amenities into one feature layer and symbolize them appropriately.
Second: why limit this to only police officers? This seems like something the entire community should have access to.
Edit: also an instant app allows more screen real estate for the map thank a dashboard does, especially on a phone.
