Dashboard Category Selector causing inconsistent feature results

I have a a Portal Dashboard that contains some filters (category selectors). The filters work on a few layers contained with a Portal web map, which is fed a few layers. The layers are registered to our SDE, and on the web map, data table, etc. all the data reflects and shows just fine. When I try to use the Dashboard filters however, which filters features down to counties, it only kind of works. It will zoom to and show most projects, but also randomly draw some projects outside of the filter regions (other counties). And, when I pan and zoom around they appear and disappear at random. Further, when I click on the features, the popups reference wildly different features of the dataset (attribute-wise) for that selected geometry that are not within the filter extent.

I originally used hosted (copied) feature layer for this Dashboard, and nothing like this occurred. My suspicion is that this has to do with the data being registered and referencing an SDE. I am using query layers to pull together multiple tables in the SDE, which is then published to Portal. The dataset is only about 300 records. I wanted to get some community input prior to reaching out to our IT dept. Any help is appreciated! Thanks.
